Apple asks for a payment method and a billing address for the country you pick. A US account accepts the US payment methods Apple lists, including balance from a US Apple Gift Card. US gift cards work only on US accounts. Your billing address decides the US sales-tax jurisdiction, and five states have no statewide sales-tax rate.
Apple treats the country or region you pick when creating the account as the account's home. To change that country or region, Apple's prerequisites are: spend any remaining Apple Account balance; cancel the subscriptions that block a change and wait until the end of the period; and clear memberships, pre-orders, rentals, Season Passes and pending refunds. Family Sharing members might not be able to change. Apple also warns that you might need to enter a valid payment method for the new country or region, and that if you do not want to enter one, you should wait until you are physically in the new country or region.
