Short answer
The cheap ChatGPT plan people quote from Nigeria is Go, not Plus. On the Nigeria App Store, Go is NGN 6900 (~$5.18/mo) while Plus is NGN 31500 (~$23.66/mo) — that Plus price is above the US App Store list of $19.99/mo.
The cheapest ChatGPT Plus we track is Philippines at $15.84/mo (21% below the US). No tracked storefront puts Plus anywhere near $4.15.
Rule of thumb: if a post says "ChatGPT for about $5", it is quoting Go. Plus has its own floor. Check the plan name before comparing countries.

Go and Plus are different products, not different prices
ChatGPT Go is the US $8/mo tier between Free and Plus. Plus is the $19.99/mo App Store tier most people mean by "a ChatGPT subscription".
Both appear in regional App Store listings, so a screenshot of a ₦6,900 or ₹399 price can look like "ChatGPT is cheap here" while actually showing Go.
We track Go rows separately (currently 12 storefronts). Go floors and Plus floors do not move together — a country can be the cheapest for Go and expensive for Plus.
How to tell which plan a price refers to
1) Open the storefront listing and read the plan name: "Go" and "Plus" are labelled separately.
2) Compare against the US: Go is about $8/mo, Plus is about $20/mo. A quoted price near $5 is Go; near $15–20 is Plus.
3) Use the live tables instead of screenshots: /pricing/chatgpt/ shows the Plus matrix; Go rows are shown per storefront where observed.
4) If a post mixes both in one sentence, treat its "cheapest country" claim as unverified.
